Play sandbox mode if you don't want to bother with money and just want to Role-play empire building. If you have a large population, you can make big armies, which means you win. Then release a vassal again and adjust the borders how you want. if you want to annex all of the land you just conquered but you can't since you don't have enough war score, just vassalize the nation and lower your opinion of that vassal until you can demand annexation (they'll accept if your army is at least a bit bigger than theirs). Put AI aggressiveness at 50% (the lowest) for a more sane experience. It's just functional enough to script a decent start to a scenario if you want to. So yeah if you want to try that go ahead, but scripting events has a learning curve and I still don't think I even fully understand it. In order to script a set peace deal it takes a great deal of effort and you have to hope to god that the AI doesn't make its own border-gore (which if you leave the game running for like 50 turns it will). I've tried to script events into my scenarios as well, but there are some glitches with the scripting and some commands just don't work at all. The part of this game I've loved the most is the custom map and nation creator which is actually pretty fun to mess around with and make your own scenarios with. It's a fun thing to kill time with or when you want to create some custom scenarios and mess around in them. The game needs some work, but that doesn't mean you won't have fun with it. I've spent around 2+ weeks of my life playing this game at the time of writing this. AI is dumb and will stay at war with another nation for a really, really long time until their enemy is usually completely beaten. Assimilation is just click button, spend lots of money, and people happy in 50 turns. For example: a Japanese warlord, Poland, Tuscany, and whatever other random nation that hates you might declare war on you for no reason whatsoever other than that they all hate you. Sometimes you'll have coalitions of nations declare war on you that make no sense. War declarations are solely based on "opinion" where the lower the number the more likely you are to be declared on. Peace deals are super annoying since if you have a vassal they will actually take territory for themselves and mess up whatever plans you had for the land you just conquered.
There's no quality aspect and terrain has practically no effect in combat. War is repetitive since its just whoever has a bigger unit stack that wins. So yeah Ideology is mostly just aesthetic. Taxation is always capped at a certain level and ideologies play an insignificant role in changing the rate you can tax at before your population hates you. Development just allows you to invest money into tiles easier and build economy more. I've seen Ulm have like 60k economy which is absolutely insane for a "city state". This is a huge issue in the 1440 start date with the HRE states. The biggest issue I see with this is that in long games where you might want to roleplay smaller states just invest infinitely into their tiles and they get insane levels of economy. Economy is basically just bigger economy=more money. Simple to learn and if you're into this type of stuff it can be very addicting.
